In the Presidential Determination presented on Monday (15 September 2025) in the Congress (US Parliament), Trump said that he has identified 23 countries as major countries involved in drug -drug production and smuggling.

He said that these countries include Afghanistan, Bahamas, Belize, Bolivia, Myanmar, China, Columbia, Costa Rica, Dominican Republic, Ecuador, Al Salvador, Guatemala, Haiti, Honduras, Bharat, Jamaica, Laos, Mexico, Nicaragua, Pakistan, Panama, Peru and Venezuela.
The ‘Presidential Determination’ is a kind of guideline issued by the White House, which outlines the decisions set under the official policy or trend of the Executive Branch of the Federal Government of America. The White House said that Trump handed over the list of major countries to Parliament who are responsible for the supply and smuggling of illegal drugs in the US.

The State Department said that out of the 23 countries mentioned in ‘Presidential Determination’, five of them (Afghanistan, Bolivia, Myanmar, Colombia and Venezuela) have been clearly listed as a clear country and called to improve action against drugs.
The statement issued by the US State Department said that through the production and smuggling of illegal drugs and chemicals used in their manufacture, these countries are pose a threat to the security of America and its citizens.
The State Department clarified that the presence of a country in the list does not necessarily reflect the anti -drug efforts of the government of that country or the level of cooperation with the US.
